Title:
  Create the kdump initrd with MODULES=most

Status in makedumpfile package in Ubuntu:
  New
Status in makedumpfile source package in Bionic:
  New

Bug description:
  There are use cases where most modules need to be included in the
  kdump initrd in order for the machine to boot (diskless is one
  example).

  Add a config option to control the behaviour of how the kdump initrd
  is created. Specifically, allow overriding the variable MODULES from
  /etc/initramfs-tools/initramfs.conf.
