Bug description:
  SRU Justification

  Impact: The transition of the hwe kernel in bionic from 5.0 to 5.3
  necessitates addition of new firmware files which are required by
  drivers in 5.3. Some of these files will also be needed in the
  installer.

  Fix: Add the missing files, and update the udebs as required.

  Test Case: Confirm that the new files are included in the updated
  packages.

  Regression Potential: These are new files which are not used by the
  current kernels in bionic, so no regressions are expected.
