With earlycon on, I am able to get more output. This looks like a
smoking gun:

Bug description:
  Tested on bionic GA 4.15.0-70-generic 4.15.0-71-generic
  and also HWE 5.0.0-37-generic 5.3.0-23-generic

  Only 4.15.0-71-generic can not boot on Cavium ThunderX2

  On console nothing after EFI messages.
