[Fix] The xHCI in question doesn't have proper support for D0 PME, so strip it from PM capability. [Test] The xHCI can detect USB 2.0 and USB 1.1 device with the fix. [Regression Potential] Low. Has limited scope and doesn't touch any driver code.
