Not all codecs are included in a default installation of Ubuntu due to copyright or legal issues in some countries. Other Linux distributions are affected in the same way. If after installing ubuntu-restricted- extras you can hear Radiko then this is not a bug in Firefox as far as Ubuntu is concerned. You will find the same issues when using Chromium, Epiphany or any other web browser included in the Ubuntu repositories.
