Tomasz, I see you are using Pop!_OS, so this may not be something wrong in Ubuntu, the correct channel to report a problem in Pop!_OS should be https://github.com/pop-os/pop/issues.

Please see the attached screenshots. I don't know what part of the system this lies in. It seems to affect all gtk apps at least. Firefox and Chromium renders just fine when this happens, other than the titlebar.
