I've experienced this issue with bluetooth being unavailable after a suspend for a quite long time (Ubuntu 18.04, 18.10). Sometimes after a resume I think I'm even unable to connect to the wifi.

To get bluetooth (and wifi) working again I do the following steps: 1. Resuspend the machine 2. Disconnect AC charger if connected and reconnect it. (Not necessary if running on battery power) 3. Resume 4.
