Public bug reported: REGRESSION.
Per the reports from others as well in <https://unix.stackexchange.com/questions/497577/unable-to-mount-lv- mount2-system-call-failed-structure-needs-cleaning-but> and <https://superuser.com/questions/1399523/unable-to-mount-ext4-lvm- structure-needs-cleaning-but-fsck-reports-it-as-clean/1400225#1400225>, some LVM2 LVs are failing to mount with the error: mount(2) system call failed: Structure needs cleaning. e2fsck -f reports things are fine. Reverting my kernel package from linux-image-4.15.0-44-generic to linux- image-4.15.0-43-generic solved the problem for me.
