bluez only manages one modem with HSP (not dual as we have on krillin)

Bug description:
STEPS:
1. Have a device with 2 sim cards
2. Connect to a bluetooth car/headset
(car is better it shows the network you are connected to)
3. Call sim number one (rings on phone but not bt device)
4. Call sim number two (rings on phone and bt device)
EXPECTED:
In both situations you expect the call to trigger the ringer on both of the
sims numbers
ACTUAL:
For me only sim number 2 triggers the ringer on the device and the mobile.
