I am also having this issue, system fully updated, nvidia-driver-396, GTX 1050Ti, kernel 4.15.0-33-generic. Also happens with nvidia- driver-390. The fix for me was #123:

After installing the driver and rebooting, I was only able to boot in to the tty terminal. The graphical display failed to boot. I have had similar problems with nvidia driver version 390 with Arch Linux and with Open Suse Tumbleweed.
