Title:
Wired network problems after upgrade to Bionic

Status in linux package in Ubuntu:
  Incomplete

Bug description:
After upgrade to bionic i have strange problem with wired network. The
link seems to be up but dhcp does not get address and hangs forever
  and no packet gets through.

When i swicth on wireless i can connect to my home network and dhcp
receives address (from the same router in same network) without any
  problem.

I can see several kind of logs in dmesg:

  martin@BSR480:~$ dmesg | grep eth
  [ 1.209334] sky2 0000:07:00.0 eth0: addr 00:24:54:26:b3:27
  [ 1.233664] sky2 0000:07:00.0 enp7s0: renamed from eth0

  martin@BSR480:~$ dmesg | grep enp7s0
  [ 1.233664] sky2 0000:07:00.0 enp7s0: renamed from eth0
  [ 6.839456] IPv6: ADDRCONF(NETDEV_UP): enp7s0: link is not ready
  [ 6.843546] sky2 0000:07:00.0 enp7s0: enabling interface
  [ 6.845103] IPv6: ADDRCONF(NETDEV_UP): enp7s0: link is not ready
  [ 9.180266] sky2 0000:07:00.0 enp7s0: Link is up at 1000 Mbps, full
duplex, flow control rx
  [ 9.180323] IPv6: ADDRCONF(NETDEV_CHANGE): enp7s0: link becomes ready

And in another part of the log if i scroll it through i see:
