Public bug reported:
The touchpad and keyboard of my Macbook are unresponsive in Ubuntu
18.04. External USB devices are fine. At first it happened sporadically
at boot or kicking in during operation, now it's a somewhat permanent
state. In grub I can still use the keyboard, on the login screen not
anymore.

Apparently touchpad and keyboard are connected internally via USB?
This happens with the current Ubuntu generic kernel (4.15.0-22) as well
as vanilla upstream kernel 4.17. In fact, it happened already with
Ubuntu 16.04 and whatever the recent kernel there was.
