Bug description:
  Ubuntu 18.04 Installer: no option to encrypt home folder.
  Data cannot be protected against other users of the same computer.
  Regression compared to 16.04 LTS.
  Usecase: more than one person using the same computer, user Allice wants 
encryption user Bob dosn't want to enter a password, computer won't start 
without disk password.
