Title:
Merge the linux-snapdragon kernel into bionic master/snapdragon

Status in linux package in Ubuntu:
  Incomplete

Bug description:
Merge the linux-snapdragon arm64 kernel into a new arm64 bionic master
  flavour called -snapdragon:

  * all the enablement patches came from the qcomlt-4.14 branch [1] and were
merged in master
  * a new master flavour called -snapdragon was created to accomodate the
custom config and the
resulting kernel Image (contrary to the Image.gz kernel file generated by
generic arm64)
