Bug description:
  I am seeing a throttling difference about 4.13.13 kernel:

  - the Artful kernel 4.13.0-18-generic, based on 4.13.13, does not
  manage the cpu frequency (neither all the previous ubuntu kernels)

  This seems to be due to the missing /processor/ subdir:

  - The same pc also have a bionic partition, where the 4.13.13 vanilla
  kernel perfectly manage the cpu dynamic frequency, so it is not
  related to the uefi settings in that case.
