Early silicon in Cavium cn99xx (previously known as Broadcom Vulcan)
systems requires a PCI quirk for SATA to work. Since this will be fixed
in later silicon, and the impacted silicon will have a very limited
distribution/life span for non-production scenarios, there is no plan to
push a fix upstream. However, it would be valuable for users evaluating
this silicon if Ubuntu could carry the quirk patch for the 17.10 cycle.
