Bug description:
  1、Discription
      Why use ppc64_cpu --frequency to read cpu's frequency greater than CPU's 
SPEC turbo frequency。

  2、BUG IN CPU
     2.1 # cat /proc/cpuinfo
           the operating pressure of CPU:
              cpu:POWER(raw),altivec
              clock:3325.000000MHz
              version:2.0(pvr 004d 0200)

     2.2、# ppc64_ cpu
            min:3.342 GHz
            max:3.346 GHz
            ave:3.344 GHz

     2.3、CPU specifications turbo frequency is 3325MHz

     SO:
        Why use ppc64_cpu --frequency to read cpu's frequency greater than 
CPU's SPEC turbo frequency??
