Cannot boot anymore on acpi failures

Bug description:
With kernel 4.10.0-20-generic, the system prints "usb 3-4: string
descriptor 0 read error: -22" and then booting completely stops. I
have tried a variety of bios tweaks, but the motherboard is not recent
and there are no bios updates.
I believe that this is a regression because this message does not
prevent the system from starting in 4.10.0-19-generic.
