  * Resynchronize with Debian, remianing changes:
    - Load zfs module unconditionally for zesty

Bug description:
  Since ZFS is now in Main (Bug #1532198), LXD should recommend the ZFS
  userspace package, such that 'sudo lxd init' just works.
