On kernel 4.8.0-45, the kvm modules, mainly kvm-hv, moved to the kernel
-extra package.

This module is very important and we want to keep it on the main kernel
package, as it was before, as on version 4.8.0-32.

== Kernel 4.8.0-32 ==
$ dpkg -L  linux-image-4.8.0-32-generic | grep kvm

/lib/modules/4.8.0-32-generic/kernel/arch/powerpc/kvm/kvm.ko
/lib/modules/4.8.0-32-generic/kernel/arch/powerpc/kvm/kvm-pr.ko
/lib/modules/4.8.0-32-generic/kernel/arch/powerpc/kvm/kvm-hv.ko

== Kernel 4.8.0-45 ==

$  dpkg -L  linux-image-4.8.0-45-generic | grep kvm
/
lib/modules/4.8.0-45-generic/kernel/arch/powerpc/kvm
/lib/modules/4.8.0-45-generic/kernel/arch/powerpc/kvm/kvm.ko

There were some discussion about it in Launchpad#1642228
