My understanding is that all patches required for seccomp enablement in
kernel are available in kernel 4.8 which will be used in Ubuntu 16.10. However,
iiuc, we need some build config options to be enabled.

Support has been available upstream since 4.3, if memory serves. The 16.10
kernel config should include CONFIG_SECCOMP_FILTER=y if it does not already
(HAVE_ARCH_SECCOMP_FILTER is required for CONFIG_SECCOMP_FILTER to be
available).
