I'm having a similar issue with a Dell XPS 13 9360. I'm running Gentoo and kernel 4.9.0. COLD booting the laptop fixed it. After the cold boot the following line reappeared in the lspci command: 00:1f.3 Audio device: Intel Corporation Device 9d71 (rev 21)

I've attached the ubuntu-bug dump for the laptop. I confirmed that snd- modules are loaded. The sound card is detected by lshw and lspci. It's a Intel Corporation Device 9d71. Fastboot is not enabled; boot is "thorough". The sound card *did* work on two separate occasions - i.e. was detected successfully. On all subsequent boots it is not detected.
