I can't test this with the mainline kernel without a matching linux-
cloud-tools build. It does however reproduce with 4.4.0-57-generic. I
forgot to mention in the description that this is when there are
multiple NICs with static IPv4 addresses.

Bug description:
  hv_set_ifconfig will create multiple GATEWAY entries in the interfaces
  file if there are multiple ethernet interfaces. This causes subsequent
  calls to ifup for the primary interface to fail with "RTNETLINK
  answers: File exists".
