Currently, the kernel doesn't include support for L2TP v3.
These are the relevant kernel options:
CONFIG_L2TP_V3 <Y>
CONFIG_L2TP_ETH <M>
CONFIG_L2TP_IP <M>
Debian has had it enabled since Squeeze.
