Public bug reported:

Since the upgrade from Xenial to Yakkety bluetooth is disabled after
resume from standby. I have never before experienced this behaviour in
Ubuntu so I regard this a regression.

Laptop: Dell XPS 13 L322X
Bluetooth adapter: built-in Intel USB BT (8087:07da)
Kernel: 4.8.2 (mainline)

# rfkill list
1: phy0: Wireless LAN
        Soft blocked: no
        Hard blocked: no
14: hci0: Bluetooth
        Soft blocked: no
        Hard blocked: no

** Affects: linux (Ubuntu)
     Importance: Undecided
         Status: Incomplete
