It looks like the usbmouse driver loads first and associates with the touchpad, and this prevents the bcm5974 module from acquiring the hardware. I was able to resolve the problem by manually unloading the usbmouse module, then reloading bcm5974: modprobe -r usbmouse modprobe -r bcm5974 modprobe bcm5974 This is on 16.04 LTS, fully updated.
