Did this issue start happening after an update/upgrade?  Was there a
prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.8 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".

Title:
  When using external monitor displays become unstable

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  I am using a HP Pavilion dv6 with ATI Mobility Radeon HD 5650
  Graphics.  After upgrading to ubuntu 16.04 LTS using Gallium 0.4 on
  AMD REDWOOD (DRM 2.43.0, LLVM 3.8.0).  I get an unstable display when
  I plug in my external display through the VGA port.  The system keeps
  cycling through the display options using only one display, then both
  then extended and then the other display.  This happens every 10-15
  seconds.
