We had some issues in 0.9.0 with exiting with incorrect error codes when
no configuration was present.  Could you try with 0.9.1 which should now
be in xenial-updates and let me know if it still persists.

  Installing ubuntu-fan breaks cloud-init on Xenial

  Triaged

Bug description:
  * launch Ubuntu Cloud Image ami-6829ad7f on Amazon AWS
  (4.4.0-28-generic #47-Ubuntu SMP Fri Jun 24 10:09:13 UTC 2016 x86_64
  x86_64 x86_64 GNU/Linux)

  * login and check the /var/lib/cloud folder - all is ok, the
  /var/lib/cloud/instance is linked to actual instance metadata, i.e.
  instance -> /var/lib/cloud/instances/<instance-id>

  * install ubuntu-fan (version is 0.9.0)

  * reboot

  * login and again check the /var/lib/cloud folder - now cloud init
  clearly has failed to get instance metadata
