[TEST CASE] Install Wily zfs, occasionally the build ordering will be zfs and the spl, and the zfs DKMS build will fail because spl is not yet built. With the fix, build ordering for zfs will always occur in spl, then zfs order because it uses the new BUILD_DEPENDS directive.
