Hello Christopher, the operation "apt-policy" was not permitted so I have tried
apt-cache policy python-apport, the output was :

"
python-apport:
  Installé : 2.14.1-0ubuntu3.21
  Candidat : 2.14.1-0ubuntu3.21
 Table de version :
 *** 2.14.1-0ubuntu3.21 0
        500 http://fr.archive.ubuntu.com/ubuntu/ trusty-updates/main amd64
Packages
        100 /var/lib/dpkg/status
     2.14.1-0ubuntu3.18 0
        500 http://security.ubuntu.com/ubuntu/ trusty-security/main amd64
Packages
     2.14.1-0ubuntu3 0
        500 http://fr.archive.ubuntu.com/ubuntu/ trusty/main amd64 Packages
"

And when I tried "apport-collect 1603054" I get the same error output :

"You need to run 'sudo apt-get install python-apport' for apport-collect
to work."
