Bug description:
[Impact]
The rtc-hctosys driver currently fails to set the system clock on arm64/efi
platforms because rtc-efi is built as a module.

if dmesg | grep -q 'rtc-efi: setting system clock'; then
PASS
else
FAIL
fi
[Regression Risk]
This is just a config change, and one that we used to ship in utopic and
trusty w/ no known regressions.
