The issue has appeared on Ubuntu 16.04 with the 4.4.0-28-generic kernel.
When doing

sudo hdparm -tT /dev/sde

/dev/sde:
 Timing cached reads:   8598 MB in  2.00 seconds = 4302.13 MB/sec
 Timing buffered disk reads:  56 MB in  3.11 seconds =  18.03 MB/sec

Everything seems fine, but when writing into the USB drive the writing
speed falls down to 9.34KB/s
