This can be a problem in hotplug scenarios, because PCI addresses will change if devices are removed and then re-added. This situation seems unusual, but it can happen if a user wants to replace a NIC without rebooting the machine, for example. The patch attached here should deal with this situation, since it makes PHB/domain number fixed based on device-tree properties. The problem can be reproduced by removing and re-adding a PCI network adapter, so its address will change and, per predictable naming scheme, so is the interface name.
