The only firmware I've seen for this device has a copyright notice that
does not allow for redistribution. As such I'm marking this bug don't
fix. If redistributable firmware becomes available please reopen this
bug and I'll be happy to add it to linux-firmware.

  STEPS:
  1. Install 16.04 current on dell xps 13
  2. Try connecting a bluetooth device.

  
  EXPECTED:
  I expect devices to just connect

  ACTUAL:
  I had to follow a guide here 
https://wiki.archlinux.org/index.php/Dell_XPS_13_(2015) to enable the firmware 
however it looks like the dell driver pack may include a .deb file for it.  
From Dell xps13_A08.fish.tar.gz contains a bluetooth firmware patch too by the 
look of things.
