I have attached an (untested) patch to fix this issue hoping that that will prod it along a bit. The patch is against the sources of `linux_3.13.0-67.110` as downloaded by an `apt-get source linux=3.13.0-67.110` on 14.04.3.

This can have all sorts of undesirable consequences depending on what other packages add to those directories, but I noticed it because it caused /etc/kernel/postinst.d/apt-auto-removal to make the wrong decisions leaving my servers with only one installed kernel left.
