Unfortuantly this got applied to the kernel package in plural, as per the original bug. See LP: #1474810 for the fixes for that.

Debian seems to be using "Depends: initramfs-tools | linux-initramfs- tool" for almost every relevant package. See also bug #1108987, which is about the fact that dracut shouldn't conflict with initramfs-tools.
