We can consider bumping the firmware version reported by the kernel, but we need to be sure that it's going to work correctly. In this case it's upstream commit 560ba3e6f4ca31ff884fb238a16032e0e9c5814a which bumps the API number but there are a number of commits preceding this related to how the driver interacts with the firmware. I have no idea whether or not these are required for interacting correctly with the -13 ucode, so I would want to get confirmation from Intel that bumping the ucode API in 3.19 isn't going to cause problems.
