since the max ucode API supported in 3.19 is -12. This also won't be
needed in trusty until after 15.10 releases.

Intel 3165 NGW needs new firmware iwlwifi-7265D-13.ucode, which is not
in linux-firmware repo yet. We need to backport it after it merged.
