The 1812 file works and look like your picture.
If I load https://jtn.dk/Kdenlive/High_light_kul_1912-01-kort.kdenlive
on different computers, I get the "moved around" timeline.
So any suggestions to how I proceed to track down the problem.

Which OS do you use? If you use Linux please try with the current
Kdenlive AppImage version 19.12.0a to see if there are any
packaging issues https://files.kde.org/kdenlive/release/
If the problem/issue doesn't occur when using the AppImage, then
it's your configuration or packaging.
