DV has fixed resolutions: 720x480 for NTSC and 720x576 for PAL. So, yes, that will look bad. FLV is going to look bad no matter what bitrate you choose, in my opinion. Have you tried MPEG-2, MPEG-4 or H.264 generic options with a sufficiently high bitrate?
