The application shipping snoretoast will recreate the short cut every time.
You can find out which application is providing snoretoast by following the installed shortcut. You can either complain at the provider of that software or uninstall that software. Recently I noticed that SnoreToast had been installed on my work pc (windows 10). I have no idea how, maybe from some npm install command I executed? The thing is that I cannot uninstall it, no matter what I've tried. It does not show up in the control panel, or windows apps, etc. Google search didn't help either.
