Of course as soon as I posted I figured out how to fix it, although not how it got broken in the first place. It turned out that although craft thought those two packages were installed, the .exe files were nowhere to be found. I have no idea how or when they disappeared, but just --uninstall and then re-installing fixed things, so I'm back in business for now.
