If you wish to continue using the deprecated and older 'kdewin' installer, you
need to download the updated version from
https://download.kde.org/stable/kdewin/installer/

This updated version was provided purely to restore compatibility, as the
original version lacked HTTPS support, which is now mandatory to connect to KDE
servers.

In general however, you should upgrade to using the dedicated installers for
the applications you use. If they are not available you should ask the
developers of those applications, through separate bugs, to please undertake
packaging of their application for Windows.

A list of those applications for which packages are already generated can be
found at https://binary-factory.kde.org/
