I know, pretty old mail, but this also in order I don't forget personally. Apparently Patrick implemented this a while ago already: So, to update tier1: $ emerge -ia -d=1 frameworks/tier1 -d means --depth, and specifies the depth of the dependencies => -d 1 means pull in direct-deps Hope that helps.
