Hi Michal, This is probably not the answer you were hoping for, but paints a picture, which may or may not help with providing some direction.
This is a very similar issue to the one I have been looking into over the last few weeks. The only difference is that I'm trying to get the latest version of Okular in Windows instead of Kate. To summarize the information I've dug up so far on IRC and the mailing lists, the status as far as I understand is as follows: The binary SC releases have been discontinued. The last one was in May 2013 and it's based on KDE 4.13. To get the latest version of your KDE-based application in Windows requires that you set up a build environment in Windows. The recommended way to do the build is using the emerge tool. I think using MinGW is an easier route than VS (I was trying VS2013) however I started having problems quite early on with emerge dependencies so didn't get very far. As you will have seen the documentation on Wiki is quite a bit out of date, so I've been making a few modifications when I've solved issues along the way. I would encourage you to do the same if you find inconsistencies. So you may have seen that the development focus has shifted quite a bit to QT5/KDE5. As this is bleeding edge I would guess this is probably not suitable for your (or my purposes). I have not yet ascertained exactly which KDE base (specifically which git branch) to use for my requirements or what the dependencies are for the okular application but I'm led to believe that one "should" be able to get something running with one of the KDE4 snapshots/branches. This is still work in progress on my side, but I would be interested to hear more from you if you have any success. From what I've seen so far the process is not entirely straight forward and my experience is that emerge is somewhat temperamental.
