That is the original and it used to work until quite recently! I tried adding !important but it didn't work with my bank, but that might just be the particular site.
When I tested I found it necessary to restart Konq before the user stylesheet would apply, so I'm guessing restart would also be required to apply any changes to it made since its last start.
