Where is it supposed to be found? In PCLos, KDE version, you can get "Task Manager Settings" by right-clicking on the systray, or "panel." I didn't try to modify anything--I managed to screw that up real good just the other day, and I was up until 5 AM getting it "almost" back to where it was. (You have been warned!)
