That gives the "Add to panel" option which is exactly what I wanted to do. Regarding the widget lock, I only see a selection to lock the widgets, so I assumed they were unlocked. The icons drop into the task bar now, so I think the widgets are unlocked. One other part of the puzzle is to change the actual graphic shown on the icon in the taskbar. In the case of the console terminal, I prefer to have that displayed as an "X". By fiddling with the icon setting I have been able to change the graphic display, but it's been trial and error.
