It seems, something funny happened when I did the update on 18/01/2019 and installing and deinstalling the nVidia driver fixed it. Presumably, installing the nVidia driver installed something or changed some setting which persisted even after the nVidia driver was deinstalled. Is this a clue to what was going on? Unfortunately, without being able to recreate the problem, there doesn't seem to be any way to determine what caused it. To answer your question, it probably isn't an issue any more.
