My question is why would or should I downgrade my present installation of to libotr-3.2.1 to update kdenetwork-4.8.3_1 to kdenetwork-4.8.3_2 when libotr-4.0.0 apparently works fine with the older version? It just doesn't seem to make any sense. Is this a bug in the "make" routine.
